I just googled up the game "Dig" so idk if I'm missing something or misunderstanding 💀, but I would definitly make states the the player fishing could be on with a UI Display of all the highlighted sweet spots or something. Then include a endurace variable that decreases when the player maybe clicks one of the sweet spots or smt.

of course in the end it is just the gui that would make this good but apart from that I would start with states like, "Cast", "Wait", "Bite", "Reel", "Catch" and "Escape" and logic checks between them that either will allow the player to progress or return back.
