They just can use the ranking guidelines

But they don’t get tested or trained to rank

the ranker will always have final say

atleast only if the ranking is very inaccurate in their eyes they do

if a multitude of people believe someone should be a certain rank, one specific ranker shouldnt be the determining factor unless they believe its a heavily improper ranking from everyone else, which in itself is unlikely
