But that's true, if we limit the access to the server the only things that they can do is chat.

This limitation means that they will need to chat, learn for themselves, create a ticket and the get the role to be able to talk in skills roles chats.

There's a chance to they got denied too.

It could be improved by changing the system to give respected/approved members mini-mod-like powers. So if I somebody under level 5 in a dev channel, it automatically assumes I'm right and mutes the person from that channel for a few hours, but it still notifies mods too so they can check up and undo it or issue a real warning etc

Or there’s something I’ve seen in another server where they have like a helper role that people can apply for with strict requirements that grant a few perms

Depends on the expectations. eg I'd be happy to help if that just means flagging stuff I happen to see, but any expectations of frequent action like actively checking all the channels would rule me out

the reporting system is a good idea but it's very rare to get 2+ people flagging something

even when it's an obvious violation they'll all complain about
