rank 4 already requires rank 4 ranker approval

rank 3 requires extra ranker vouches if it's by rank 2

#

generally lower-ranked rankers still look at rank 4 tickets because most of the time it's obviously not rank 4 quality and a lower rank can be approved without bothering the few 4s
