I suggest you use 3d models instead for the water and the rocks
since iys a thing you simply cannot replicate with particles
for the water use a simple ring
and for the stones just use stones and write a simple model rotation script. That would make your creation look better
on the water ring use the glass material and turn the opacity to 0.9
it will give a good appearance of water without any particles at all. you wont even need textures.
