You should are close to making a team for him, you lack one character to fill it up. He's worth getting and leveling, in GAC as well, so I would say it's a good investment.

1st and 2nd teams appear very often, so they should be able to get the job done. After you get him, either get stormtrooper or Enoch up and running, then you'd have more flexibility
A lot of teams don't have stormtrooper because Gideon is a strong tank himself, so people put damage/support over throwing another tank in, especially in 3 vs 3
