Traya Zeta-Omi Question

Alright, my question is this:

Lord of Betrayal ZETA
'At the start of each Sith ally's turn, Traya dispels all debuffs on them and deals damage equal to 5% of their Max Health for each debuff dispelled'
Lord of Betrayal OMICRON
'------; at the start of each Sith ally's turn, Traya dispels all debuffs on them and all Sith allies gain 5% Critical Damage, Health Steal, Max Health and Offense (stacking, max 100%) until the end of the encounter; ----'

My question is this:
Zeta and Omi have the same shared text, but one has a cost and the other doesn't. Does the Omi remove the 5% cost overall or am I misunderstanding it?

normally omicron stuff gets added on top of what zeta provides
i'm not sure if traya still damages her own allies with her cleanses but doesn't matter because she will be giving them lots of bonus protection

I think I have still noticed some damage, so it's on top.

Right, because I was wondering if Omicron takes priority and overrides previous text.

That's good to know. It'd have been awesome if it negated the negative effects of her zeta.
