I received an ornate from a raid that I had summoned and soloed in my origin town and it did not count toward the thronemakers quest for ornate items. I'm sorry I didn't get any screenshots. I don't know if that's by design but figured I would tell you. It says that you need to get 15 ornates from battles and I noticed that the word battle is used to initiate battles between me and standard monsters as well as raids.
