The reason Henry and Ellie decide to help with the government last second is because this comes after PBT, where the government gave Henry a chance to regain his life back, but instead decided to be greedy and remain on the Govβs sights. And now that Charles offered Henry a second chance, he didnβt think twice about it. His mentality throughout those two routes is that itβd be better to assist and become clean rather than running away and constantly hide.
