Speaking of the legal ending, combo ending analysis #3:
Third one. The GSPI and IRO endings. So the previous endings that lead to this combo are probably the Epic and Lame endings in StD and EtP respectively. Why I think the Epic ending fits is because the government needs someone special to do that Airship job, I can imagine that the huge robot and becoming a giant to steal a valuable diamond is more than enough to catch their attention. As for the Lame ending, it's self explanitory.
Now it's hard for me to pinpoint a character aspect for this version of Henry apart from Henry's innate personality in all of his versions. It just strikes me as weird as to why Henry would go to the govts side especially when he's a criminal. There are some possibilities as to why he'd do this but I'm not sure which theory is the best to go with as they're all too up in the air to confirm:

He wants profit. Maybe Captain G payed Henry after the GSPI ending and he wants more of that sweet government money? Probably not though, while there is still the possibility where that's the case, there's not enough evidence to confirm this.

Change of career. Maybe Henry's had enough of the criminal life, perhaps he decided to use his particular set of skills to benefit others apart from himself. Thing is, there isn't any clue why he would do this? The previous theory already stated that money was unlikely and I doubt Henry's feeling any guilt when he does his crimes.

He wants to get on the govts good side. This is the most likely out of the three theories. Henry realises the benefit he can gain by sucking up to the govt through being on their side, that way he can perform more crimes and easily get out of trouble when he's caught through their support. While this is the most likely, it still falls short in that its still too far up in the air to be confirmed. But maybe the most likely scenario is the best one to be named true.
(I hope people get a good read out of these ending combo analysis things)

Theres a cutscene from the fleeing the complex teaser trailer. Will they still be apart of the game? Part 4 of ending combos. Kej gave an interesting combo in the form of the GSPI & CA endings, I also have another combo which is similar to that one, but the version of Henry in this one is more untrustworthy: the RPE & GI endings.
Now first I'll go over the general characteristics of both of these Henrys. They both prefer to face a problem with some help or at least a teammate. These Henrys don't seem to stick with one particular group but instead get help with what people are available. The previous endings for these Henrys would be the Lame Ending for EtP as Henry is working with his lawyer. Any ending for StD seems to fit these Henrys since there's not much in the game that corresponds with these version's personalities.
Now here's where they differ from each other. The GSPI & CA Henry is more loyal to his team/side, not exactly sticking to a team as he teams up with both Charles and Ellie who are technically on opposite sides of the law. It can be said that this Henry keeps contact and possibly has good relations with his previous allies as we see numerous contacts in his phone when doing the Lame Ending.
Then there's the RPE & GI Henry. This version's a bastard. Henry would willingly betray his side/partner if they either outlived their usefulness or if he saw betrer benefit in joining another side. This version is similar to the PBT & GI (Selfish) Henry with the added addition of being more strategic in my opinion, as this version betrays the government only after he manages to gain more preferrable allies. This Henry would probably do what the Toppat Leader did to him in TB ending from FtC if they had switched roles.
