I also originally thought that the rocket ship with a prestigious looking building for the top would be a government plot point with like a conspiracy or something, but that always felt a little off to me as well. It being some master plan from the toppat organization would make more sense, as well as maybe an explanation for why the government cared so much to take them down and just used petty criminals as a cover up in ItA. Maybe I'm reading too much into things.

Here’s what i think. Since you get to choose 2 endings from the previous games, (ItA and FtC), every single time you choose any ItA ending with The Betrayed ending it’s just gonna play a cutscene of Henry falling down from the airship and dying from afar, and it’ll be a fail.

The only ending that makes sense as a precursor to The Betrayed is RPE. The only endings that make since for IRO are GSPI and possibly RBH is you stretch it a little. So 5/20 potential start choices don't work as far as continuity goes.

It's clear we will be seeing the Toppats in CtM. I am excited to see an option where Henry is still the leader because he didn't need help from the Toppats to escape the wall.

#

That being said, the Toppats might just betray him again, especially if everyone thinks he's dead.
It would be fun to see henry introduce ellie to the Toppats.

RPE*GI seems like it would have the most potential for Henry to remain the crimelord leader of the Toppats, plus it sets up a confrontation battle between Ellie and Henry, since I'm sure Ellie could find her way out of The Wall on her own.

They sort of look like they're from the Wall but I'm not sure how that would make sense

There's also a version of the "jungle base" screenshot that has a red metallic object in it which I can only imagine to be the Airship

#

it's directly above the pad on the ground that has an A instead of an H like a normal helipad would

so I guess that's where the Airship stays when it's not flying

All of this would suggest that these are the main headquarters of the Toppat Clan
