tl'dr
to add more items, would require stats that hits 100% or 0 seconds to be multiplicative so that their power growth is close to linear.
stuff like fire rate can be additive, but reload speed should be multiplicative.
for item like sword, since it would be +- additive stat for multiplicative stat, either have additional weight on additive stat (like 7 : 5 ratio) so that it is better early type of decision, or separate the different stat groups perhaps?
would make game much more harder, so would note take it slow and over time to rebalance initial stats and map difficulties and all if this is considered.
Considering that banishing items exists, they could just put caps to some stats, and let you banish any extra of that stat afterwards.
Like a dodge cap of 50-60% or a Cooldown cap of 20-30%.
Your version is doable (and if done well, much better) but it would be a lot harder to balance.
And like you said, makes the game much harder (though they could fix that by buffing abilities and weapons.)
