Im currently using paper towel as a substrate for my leopard gecko(I used to use soil and sand mixture but he kept itching his butt so I changed it to paper towel just to be safe). But because I am changing his tank I want to get him a new substrate. What substrate should I use?

When you switched your substrate out did you check his vent to see if it looked irritated at all?

Yes but I wasn’t sure if it was irritated, I do have a picture of it right after I changed it.
