The topsoil I had came with these hard soil pieces so I put them into the tank and it helped making it drain better

oh yes I've found putting the plants into pots helps

what worked with my soil was adding a bit of water, giving it a few mins to drain and then water regularly. Once the water was damp it became far less hydrophobic
