Meteorologist is mostly good for kiting not support since you can heal with her rain only twice and it shows your location to the hunter. if you'd like you can try to push away the hunter from the teammate who's kiting with wind to support them though.
lanternist is better support she can increase decoding speed, delay some hunter effects on teammates and herself during kiting.. she can even delay rocket chair take off for a bit
I wouldn't say they're beginner friendly though you have to practice with them for a while to get used to their skills
you can practice your kiting in quick matches as gardener who's a free character and gets bubbles to protect herself at the beginning for free and during the match when she stands still for two seconds

i'll reference archer since some decisions are influenced by your decoding speed but typically the rule of thumb is go harass after you do your first cipher (occasionally you might be needed before you can pop it if the kite/rescue is really bad in which case prioritize helping the cipher can always be done later).
typically you help after first rescue when the person with tide can die/go anywhere and you want to get them to follow you but it does require game sense from both sides here.
your goal is to buy time. you don't have to get the person to rebound forever after a balloon rescue and you won't be able to balloon rescue any time - but any seconds you buy are important.
earlier into the game despite harassing you want to be careful with injuries and that also means being careful with the hunter's trait (blink or excitement, but archer takes excitement out with little risk of her own health compared to other harassers)
in general most important things to consider are
how much cipher progress your harassment acquires
what you can realistically do in the area the survivor is/diss in
and how many resources you can afford to sacrifice in that point in time
now archer specific her balloon harassment isn't her key point despite being able to reliably rescue during pick up animation, her cooldown is fairly long and you csn only try circumventing it throuvh bodyblocks/crossbow/force heal (situational)
however archer is a stronger harasser in the double kite aspect, so if you want to help someone have a sizeable rebound, you can start working towards it before they go down and hinder hunters' skill usages (she both prevents fast hunters from acting freely and can stun others out of skills)
i wouldn't say plsying hunter a lot is the key to learning harassment because both the hunter and the survivor need to have harassment down to a T to effectively learn from it
and translating game sense from one faction to another isn't that straightforward

Subjectively, best time for harassment is at the second chair which the hunter forced to eliminate said survivor ASAP to enter the mid game. Most hunters won't even change their target because they can't even afford it (they need fast down and quick elimination).
I play antiquarian tho instead of archer, and I'll start to harass after their second chair

because at that point the hunter exerts more pressure than you do
