Synopsis of Itheliar's (short Theli, although he hate-loves that name) lore
Itheliar is a pretty young dragon. Although they grow fast, they still are relatively easy prey in their younger years to bigher predators like Thunderbirds or Rocs. He is, to say it nicely, not blessed with a fast brain. His parents sent him away early as is tradition with the white scaled dragons who rely on camouflage in snow or light sand. He never really learned how to shift all too well, hence his inability to shift entirely. His wings and tail always show, as well as the scales on his hands, lower arms and face plus neck. He knows how to avoid creature larger than him and attack those that are easy prey to a young dragon like himself.
However, he once ran into someone he didn't expect. Nier, who looked like a normal human in his eyes, seemed like an easy target, until he pounced for the kill. The much older (and in his shifted shape larger) dragon immediately noticed and went on to give him quite the beating, leaving the boy scattering off for his life. He only barely escaped, besring some deep scars on his chest and abdomen.
The only reason he is still alive was the kindness of one of those little insects; those puny little human creatures, as he had learned to call them. Since then, he has changed his outlook on different species, a certain curiosity on his face as he walks through the world.

Which is really nice of him because now that he was undead and got the power he wanted, there was nothing binding him to his family, but he came back to them anyway and brought them through the Veil so they could be together. And since both Daimon and Shemira are their own characters, he didn't just make them regular undead minions.
And since he seems pretty chill in the union lore for a power hungry evil necromancer (helps souls of the dead move on, reunited the merchant's soul with his son) so like, if Lucretia asked, he probably would've done it

Vedan uses vampiric magic to stay alive, he is not dead. So both Silvia and Vedan have different realities. In the Chinese version it is Isabella is the one who reanimates Silvia, but still different then what she used on Vedan
