@potent oar build a saveas to L+ ASAP. Your focus should be making L+ heroes for now, without many pulls your best option is using the L tier heroes to do so. Mirael, saveas, arden, are solid choices.

Theres no right answer to which fodder to get. But basically you want to be able to break level cap as soon as possible so your first priority should be trying to get 5 L tier heroes to L+

I wouldnt get mauler fodder though because you can just use belinda as carry and then transition to shem

Niru is L tier so is safe to get to L+ and then you can fodder him to shemira when required

Since you have L+ Bel you just need 1 fodder from each faction at L+ to resonating crystal at 160 where even E copies of heros break their level cap.
Niru can fodder into Shem later to push to M+ and his skill set is AoE damage with self heal.

Bel, Rosa, Nem, Wuk, Rowan could work for you for a while. I find Raine better than Rowan at lower Ascension pre sig. You should be able to do the first 2 PoT to get the artifact and Raine copy with those heros at your levels

Crazy high crowd control. Her ult puts everyone to sleep for like 4 seconds, and she has an ability that banishes the "most powerful" enemy for 4 seconds.

Shes kinda fragile but she has a passive ability that allows her to an ally (or enemy) if she gets hit.

I also think she has a heal?

For eironn he is good later, yes. He is usually a good choice for +30 after rowan/ferael. Tasi lyca nemora are very mid-late (Ch 25+ I see them more than earlier ch).

Yeah, if you reset someone at rickety cart that you put exp in, it removes them and keeps your 5 heroes you are leveling manually.

if you didnt believe shem was dying in a few seconds then yes i would recommend frontlining her as she can sustain

You have waaaaay to many leveled heroes, only level 5 and the rest you will use on the crystal, also, reset everyone except the L heroes and the two free spots must be E+

@pale kettle dont take heroes L if you cant go L+ to start with. Good overall rule, some exceptions. Otherwise I would build a Saveas to L+ ASAP, reset all heroes below lvl 100, it is a waste of exp.

@dusk nebula one trick is putting Rosaline in front... you can do rosa in front of belinda, or keep belinda front and put Lucius behind Rosa. It helps keep Lucius/Belinda alive longer whoever dies too early
