its not an exact way, but when i first looked at it it looked like you layered rows of short pencil strokes then smudged it? you could attempt that

for the traditional drawing i was using a brush pen (which i also killed)

i tried out a buncha different watercolor and india inks for the effect digitally but havent found anything that fits well yet

@real forum (if this is serious) short answer: just keep trying!
long answer: ppl may debate this, but i genuinely think its most beneficial to start from realism at least for a little bit. what do you want to draw? people? animals? cityscapes? find references and practice that. then id take a look at art styles you like. learn from them using the anatomical/perspective skills u now know. rinse and repeat and youll have beautiful art with a beautiful style :D
