“Shibuya Halloween” street party along with the sense of Halloween as a fun subcultural thing is dead now. There are still many Halloween parties at clubs, bars, and other venues, but they are largely foreigner-oriented and not particularly unique to Japan

There’s still the Ikebukuro cosplay festival though which is unique and quite wholesome

It's fun but very busy in main areas like shibuya, full of people and police directing people, better to find a party or event and stay off the street
