I think Japanese people are closed off to foreigners more than many other countries' people (of the ones I've been too), but I agree they are still friendly and kind/accepting of tourists. However, it isn't surprising that Tokyo folk are a bit more reserved or focused on doing their thing more than entertaining tourists. Tokyo makes NY seem small. When you have a massive city like this, people are always on the go and hustling...so less interactions with people outside their circles seems kinda expected.
