I'm using "Artful Dodger" "Chef Medal" and "Bypass Primer", so in every dodge I expected to active some relics effects and reload my weapon, but the weapon is not reloading as intended, when I remove "Chef Medal" the weapon starts to reload properly with every dodge.

They are not talking about the buff you get from legendary bonus they are talking about the combination witb legendary bonus and chef metal somehow prevents the bypass primer ring to activate which on perfect dodge reloads current weapon and fixes when chef medal is removed.
