#Reaction Chain refund lower than expected when firing handgun mod

Reaction chain refunds 50% power spent to the other weapon. When using a mod equipped to a long gun, it behaves as expected, generating 50% of power spent to the handgun mod. When using a mod equipped to a handgun, it generates much less power than expected, something like 15% of power spent, to the long gun. The amulet seems to target a modswap playstyle but this currently keeps it from working well.

Repro: equip long gun and handgun with mods and no mutators, naked build (challenger for no locked points of spirit). Mods don't seem to matter, I suggest song of eafir and creeping mist because they both cost an even 1000 making it easy to gauge refund amount.

  1. Enter firing range booth. Fire mod equipped to handgun to empty mod power. Fire mod equipped to long gun and observe refund amount (50%)
  2. Exit and reenter booth. Fire mod equipped to long gun to empty mod power. Fire mod equipped to handgun and observe refund amount (~15%)

this is evidently not the extent of the bug, as freeman reproduced the effect with long gun failing to generate full power for handgun mod here: #remnant2-balance message

Further info: appears to be a weapon level issue. When the weapons are of equal level, reaction chain generates ~17% in either direction. The reason I saw 50% refund from long gun to handgun is that my long gun was +20 and my handgun was +0. Using two +20 weapons, it's 17% both directions
