#Game running at full VRAM MHz

I don't know what the deal is necessarily but I was having lots of lag problems, mostly I've been able to deal with it but today it's been really bad so I checked and it's completely full. I was running helldivers 2 just fine and on this rig I've played RDR2 without these problems. Is there something that can fix this?
Also I was running the game on high settings yesterday but it's on the lowest possible settings right now

Anyone? It's really obnoxious now, it feels like it's getting worse. I was able to beat the base game with very little lag on high settings but now it runs into performance issues, despite idling at 60fps easily it'll lagspike very badly and takes ages to load as well
