I've completed at least 20 world boss fights and I'm not able to purchase the bright steel ring from the Reggie vendor. Unsure if its a bug or I just need to keep grinding completing worlds?

Tyler is right. The ring was too strong, so they nerfed it and renamed it to "Dull Steel Ring". It's still good, but some older content creator videos will keep its memory alive.
