Havoc form no longer does damage when you're shooting lightning. It still looks cool though.

Are you playing with other by any chance? I have this problem when joining other, solo still works for me

I'm having this issue as well (during multiplayer, didn't test solo)

Having this issue also. Damage is basically non-existent in co-op. It was working for me in Solo though.
