There might be a prerequisite necessary to make him wake up. I haven't ever seen him awake so idk what it would be

He was perma asleep in my world after beating story mode

Even on the wiki it says you can talk to him when he is awake on his bed or on bridge. It doesnt say anything how to wake him up

He has a chance to be awake. A very small chance. He's so very tired.

Is that chance rolled each frame or when the player enters Ward 13?

Well since i have been playing since launch so his chance of waking up is like 0.00000000000000000000000000000001% to wake up

He also doesn't fully wake up or sit up on anything just FYI like he will mumble in his sleep and you can just keep enteracting with him. it eventually gave a type of cutscene activation whilst talking. I don't have the non merchant npcs in my world and was able to do it on a mates account. @muted flume
