Not particularly familiar with these engines but isn't the majority of whats considered the bottom end actually the top end? Ie cylinder walls? I doubt you have too much compression, id assume the engine seized for whatever reason. Which means for the least your looking at scored cylinder walls.

Yea, aggressive hone out, check pistons for cracks and skirts for gouges and replace piston rings

Idk how forgiving bike engines are to honing out but more often then not if its seized on the walls in an engine it often needs such an aggressive hone out you need bigger rings or pistons which to be accurate enough needs to go to a machine shop and then the bill goes up like crazy so check the price of a second hand engine first

So how much is a new motor then? You must be able to get small engines like that second hand cheap right?
