Your radiator fans are on because the car tried to do a regeneration of the DPF
I would advise against turning it off and instead going on a 30min highway drive
To allow the DPF to regenerate
It needs heat which you get from higher loads
but the radiator fan is infront of the car
the noise is more audible from the back of the engine bay (closer to the steering wheel)
i took it for an hour drive today, ill drive again and test if the sound is still there
If it's not the radiator fan spinning then it isn't the dpf, don't bother
Are you able to see what is making the sound or locate exactly where it is
@hybrid minnow @steep crown Why are we trying to diagnose a non issue? ModernCars made in the last 20+ years have post shutdown routines and its normal that they make some noises. As long it is consistent and does not sound broken in an obvious way its fine. My 2016 TDI does smilar noises. My 20 year old shitbox zeros the idle valve 30 seconds after shutdown causing a "Vrrrr, click, click" noise.

I am pretty sure the DPF needs the engine running to regenerate. Anyway. As i said it is probably running the coolant pump. My best guess is to avoid heatsoak where the coolant inside shutoff engine gets above 100c.
If the turbo is liquid cooled it could also be to cool that thing down.
Cars make certain noises when turned off, yes that's correct, this noise for this long is not something I've ever heard and sounds distorted which led me to believe it was the radiator fan
Another reason I am sharing my thoughts is because he posted it asking for help as he does not recognise the noise
When a DPF is undergoing regeneration and you shut the car off, the radiator fan is heard very loudly to keep the engine from overheating due to extremely high temperatures from the regeneration
If you have mechanical knowledge you would know that this is not the water pump as the water pump is cambelt driven and stops spinning when you shut the car off
If you have mechanical knowledge of tdi engines you know there is an auxiliary electric pump.
You also used heatsoak to describe overheating, when it actually means that an engine is noticably losing power due to high IATs

How would the DPF regen thing you described work if there is no auxiliary pump. No point in running the rad fans if the coolant is not circulating.
The electronic pump does not make noticable noise
It is very easily drowned out even by electronic clicking
