Specifically the question about Prime Minister/PHEV vs regular hybrid. Plug in hybrids let you do some electric only range before the ICE engine kicks in. This is a great method for if/when your driving pattern is predictable and you have reliable home charging available, and especially if the electric only range exceeded the length of your daily commute. Example, if the prime has electric range of 35 miles and your commute is 10 miles, you could plug it in at night and never use ICE for your commute; but still be able to take a road trip or run errands beyond 35 miles because then it just kicks over to the ICE engine.
If your commute is short and most days you can do it on electric only, add your electric cost per KWh, subtract cost of fuel, and you can easily figure out your breakeven point in price
