Is it normal for fins on radiator to be bent like this?

Yep, happens over time. Usually harmless unless it gets bad enough to affect the performance of the radiator or cause a leak

if you put some chicken wire over it, some rocks and stuff will hit that instead of your rad

gives a wee bit of longevity, nothing to write home about though
