I’m not sure if I’m understanding your question, but yeah you can get an oil change if you open the hood and then tie it down after ur done

Yep, just clear it with the shop beforehand, they may insist that you are the one to cut the tie and re-tie it. It’s a safety concern so a shop may not want to touch it. That said, you should definitely get your hood fixed sooner than later.
