Is that on a plastic bumper? Honestly, no rust concern there. Can ignore it. That said, if you wanted to fix yourself, you want to pull off the whole bumper, sand it down, paint the whole thing, then put it back on. Alternately you can have a shop do that. They do bumper jobs like this all the time.

I can’t really speculate as prices differ geographically, but it’s worth the time to get a couple quotes from a couple body shops. Likely a small independent shop will do your best.

If you can remove the bumper and sand it down yourself, you might be able to get a cheaper price from a shop for just painting, or just sand the area and tape the area off, and cheaply rattle can it but decent job, it might be visible or might not depending on how careful you are and technique
