My car’s parking brake doesn’t work, but when I pull it I hear the mechanism working underneath the car, and the parking brake light comes on. What is the issue with it? I can take some videos if needed. Car is a 2002 Volvo v70 (fwd)

Your shoes could not be engaging within the brake drum or the cable may need adjustment. It’s not hard to fix or diagnose just may take time.
