I know that that turbo is capable of 700hp on an EVO X, so who ever said it's maxxed out is wrong. What you didn't mention is if the bottom end is built or not. If you’re on stock pistons and rods, i think 400hp is about the max any tuner will give you due to reliabilty reasons.
