when they say that a universal muffler is for sale do they mean you can adjust the size of the pipe to connect it?

It means it's a standard size length (muffler) and diameter but has to be welded into your existing exhaust system. If it's 2" and the muffler 2.5" you need an adapter obviously

It means it’s not specifically made for any make/model/year and/or application. It will usually list the overall dimensions, as well as the tubing size of the inlet and outlet, as well as their orientation (straight, offset, straight+offset etc) Any muffler/exhaust shop with entry level competency will be able to install basically any muffler into any application. Definitely so if the inlet and outlet sizes are correct.
