Does this mean a gasket leak? Is this something concerning? I was looking to buy this for dirt cheap but I'm not experienced enough to deal with major issues

Keep in mind it gets really hot so stuff likes to melt into it
Plus it’s a Toyota so it cant really go wrong
If ur worried abt a head gasket , start the engine and look for white smoke after a couple minutes
Or check under the oil fill cap
