Latch looks rusty. Probably seized.
Get somebody to pull the lever inside the car and see if it moves

Better to have it lock the hood open than it to lock the hood closed🤷🏽‍♂️

It does moves, just when I try to close it, it doesn't go all the way down

For the latch to not.... latch, one of the following must be true

1. the latch doesn't open far enough to accept the hook on the hood

2. the latch isn't secure on the frame where it's attached and is pushing down instead of opening to hold the hook

3. the hook has bent and isn't pushing through the latch gate

Maybe other options that can cause the fail, but those are the main ones

Most common and likely is the latch not opening far enough. It may move when the pulley adds tension, but maybe not when the pressure comes from the hook. Hard to say from afar
