ford expedition 2003 4.6L triton rough high idle after spark and coil replacement

I just replaced the spark plugs and coils in my ford expedition and the idle is high and surging when in park. When the car is in drive the idle is not as rough

I had to remove the fuel rail to change the ignition coils so that is a possibility
