2009 Dodge Ram 1500 wiring diagram/ 2 wires getting 2v of power at all times

im trying to find a wiring diagram and figuring out why 2 wires get 2v at all times. at first it was only one wire then we tried to find what speaker wire was which and the gauge cluster freaked out
