if a turbo goes as fast as the exhaust/engine speed w/ super, how to people change boost?

on a turbo, they change the spring in the blow-off valve so it'll open sooner at a low psi or later at a higher psi
.
as for superchargers, they changed pulleys to a smaller one so it spins it more for more boost while a bigger pulley does the opposite
