Is this some sort of abandoned car? My wild guess is some steering parts are loose

Sounds like the upper steering column may have come unattached, can you turn the wheel any more than that?

@crisp sphinx right there in the vid that was all I could turn it but before we moved the car forward I was able to keep turning it

Power steering system may have locked up. It could be a couple of things

Rack and pinion could have broke as well

Power steering won't work until the vehicle is running, and if it's been sitting it's likely locked up and needs a fluid change. Similar issue I had with my truck that was sitting

I would jack it up and make sure all steering components are connected. And look under the hood make sure you steering column is connected

If everything looks connected, drain your power steering fluid and refill and start the car see how it does
