When playing on Steam, you can select from the pages of pre-made avatars which can be found in your watch menu->Settings->Avatar.
If you would like to utilize your custom Meta Avatar, you would need to play through either the Meta PC or Meta Standalone versions of Vegas Infinite. Playing through Steam only allows for use of the pre-made avatars.
