There are like 2 offhands, pants, and helmets that will yield varying results depending on cards and other boosts already unlocked.

just upgraded a shield from 1 star to 4 star and the 3rd stat was vessel gain and it went from 50ish % to 686% so would help with other gear i guess

Generally if you're far enough to be farming crusade gear for good rolls, the high end gear, you're likely to have access to good cards, or at least one card covering each damage boost type.

Early gear is a matter of just not overlapping the same damage boost a lot (i.e. 5 total damage boosts when you should spread out damage types)

Damage types are multiplicitive to each other, so always cover your ground. Base damage, total damage, health, trinkets, and depending on crusades or fighting you do claw damage or idle damage

Also there would be no reason to cap starting levels. They are minor compared to stacking the other bagillion boosts in the game. Especially when you unlock the last starting level pet at the end of pets, which is at least 2 months in for an active f2p pets player
