Layers of Fear was slightly more jumpscarey but it did a good job too

My favorite jumpscare ever was in Resident Evil 4. IF you're at the lake and shooting fish off the docks, after either 4 or 6 shots without moving off the dock, you will get instakilled by the giant fish monster jumping out of the water and eating you in one bite

In penumbra : Black plague, there's a moment in which you have to help a guy talking through a hole in a wall to find a saw because he thought he got infected and cuffed himself to the mounted heater
When you give him the saw he thanks you gently...
... And he starts sawing his arm with the sound of the flesh and then destroys the wall and you see an infected monster slowly rushing at you while you're stuck in the room
You can't hit him, so you have to figure out a way to lock him up while he slowly chases you
Terrifying...
