I would guess tying the comm line to ground puts the device in whatever it's default state of operation is and tells it not to expect instructions
But you would receive better answers by googling the labels on the solder mask and finding the data sheet for it

I had a great idea for a sumo bot a while back. Just an arduino set to make random movements, and the top of the robot is a colander surrounded by spatulas that shoot up and down randomly. Eventually it bumps in to the other robot and one of the spatulas gets underneath to flip it. And if that doesn't work, there's also a kilo of C4 in there.
