I generally think that building sets is actually reasonable with the new 3 set because it's kind of combined with the huge amount of echoes you have in storage. What I do is to prioritize 4 and 1 costs for the new 3 sets and fill the 3 costs with my big supply of echoes. Once per day is still oof and you should use the echo drop rate up

lupa can be subbed for phrolova or any healer. iuno probably also works over lupa but qiuyuan damage numbers are pretty mid so buffing him further wont really do much. ngl galb numbers look pretty trash too i have a feeling that they tuned her numbers with the assumption that she will be ran with lupa and qy and with that team she reaches good numbers
