Pretty much all of us base enjoyers regret upgrading the HR office, since it does literally nothing besides giving more recruitment slots and extremely slightly reducing recruitment lmd cost, which was always a non-issue

The power spent on lv3 HR office could have gone to factories instead, allowing for even more factory slots
