annitix choice. mugen vs illnott. is mugen really that core. im mostly interested in light hl (hexa, faa0 etc). the answer is probably yes but just making sure.

Mugen is crazy for burst for the fastest nm100 150 and 200 (with Florence and Ura specifically for 200) when paired with Nehan

1 Canifortis (no use in ougi for HL but will help tremendously for burst)
1 Harmonia (I don't use this in HL but it's very good for otk / burst. Stacks with Canifortis)
1 Rinne (mandatory. 2 is ideal but in HL you're cutting 1 for Defense Symmetria or you run Special Awakened mk2 Symmetria with Defense awaken Certificus)
1 Eden (mandatory for burst with MA Awaken)

That should be about everything unless I forgot something

Oh right Diatesia aka Cosmos's Harp is also very good for Ougi but only if you're running it alongside several Harps to maximize the value. Don't have to bar it as I rarely use it these days but keep it in consideration

Opus is on Extremity (Key that gives MA @ 280% Primal/Magna boost. Obv you won't have this unless you buy the Lucilius / Sandalphon code. To circumvent this, use Glory key)
Ultima is on Healing Cap
Obviously you won't have Draconic so just run a level 200 Bahamut weapon that gives MA to the team since Primals get affected by it regardless of Race

For Summons, you always want to take a 250 Zeus and rotate between each to keep up the Uplift effect to your team. Each has a 3T Duration so you must call one or the other every 3 turns

if you want to maintain your ougi loop

Don't need FLB Borg, can just run Sandalphon, Y Naru, or V Ladiva in the backline
