Do you have PowerShell installed on your system?

You might have some missing paths in the environment variable PATH, otherwise there are no reasons for it to fail.

It does look a bit like a PATH issue but the second one is weird

The second error is also missing powershell problem, I think you should check your PATH environment variable.

For me powershell is in C:\Windows\System32\WindowsPowerShell\v1.0\powershell

Type which powershell in msys terminal, if nothing is reported then something is wrong with your setup.
