It's part of the Scout programme. So Cubs have turas, taisteal and tagann, Scouts have Discovery, Polar (and two others I can't remember), Ventures have Suas and Trasna. Discovery is designed to have been achieved before you finish your first year in Scouts, which is usually around when Shield and Phoenix is

It's required for Phoenix so most Counties require it for their shields to emulate the phoenix better
